PAMA asks government to review used-car Gift Scheme
27 Oct 2026
PAMA wrote to the PM's industries adviser after Gift Scheme imports hit 2,238 used vehicles in September, about 98% of all used-vehicle imports.
The Pakistan Automotive Manufacturers Association (PAMA) has asked the government to review the Gift Scheme for used vehicles. Its letter to Haroon Akhtar Khan, the Prime Minister's adviser on industries and production, says Gift Scheme imports reached 2,238 vehicles in September, about 98% of all used vehicles brought in that month. Business Recorder reported the letter on 28 October 2026.
What the letter asks for
PAMA's Director General, Razi ur Rehman, signed the letter and made four requests.
- Immediate safeguards against misuse of the Gift Scheme
- A reassessment of policies that encourage heavy used-vehicle imports
- A full review of the certification, verification and monitoring rules for used-vehicle imports
- Steps to stop the scheme becoming a channel for commercial vehicle trading
Gift Scheme imports, month by month
The letter gives figures for five months of 2026: 7 vehicles in May, 806 in June, 1,876 in July, 1,406 in August and 2,238 in September.
PAMA says the Transfer of Residence Scheme stayed negligible in September, and that the shift from the Baggage Scheme to the Gift Scheme happened within a few months. It says it still supports genuine help for overseas Pakistanis under SRO 61(I)/2026, dated 15 January 2026.
The industry's case
PAMA says its members have invested more than Rs1 trillion in local manufacturing, across more than 31 brands, over 100 models and 13 plants, with localisation near 60% in many vehicle categories. It also criticises recent tariff reforms under the National Tariff Policy. In its view, lower import duties and depreciation of up to 60% on used, fully built vehicles leave local makers less room to compete.
Where this stands for buyers
The letter is a request, not a rule change. Business Recorder reports no government response, and the report doesn't give the letter's date. The monthly counts are the association's own figures, relayed by the outlet.
